GRC only creates new versions of authority documents, citations, and controls if
those entities have changed in downloaded UCF documents.
By default, the system ignores changes to the last modified date of a
UCF document when creating a new version. To allow GRC to create new versions of
documents whose dates have changed:

Clear the check box for the Ignore changes to UCF modified
date property.

Click Save.
